Clear signal on migration

FROM November visitors from “high risk” countries in Asia and Africa will have to pay a £3,000 cash bond before they can enter Britain. They will only forfeit their bond if they fail to leave before their visas expire. If foreigners use our health system or other national services then this will ensure that they are also paying towards them.
